Purpose
The One North Carolina Small Business Program is comprised of two programs: the North Carolina SBIR/STTR Phase I Incentive Funds Program and the SBIR/STTR Phase I Matching Funds Program.
The purpose of the Phase I Incentive Funds Program is to reimburse qualified North Carolina businesses for a portion of the costs incurred in preparing and submitting Phase I
Proposals to the Federal Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR)
Program (the “Federal SBIR/STTR Program”).
The Phase I Matching Funds Program is designed to award matching funds to North Carolina businesses who have been awarded a SBIR or STTR Phase I award.

- Submission Dates: July 1, 2008, through June 30, 2009
- Application Deadline 5:00pm, June 30, 2009
Incentive Funds Program
One NC Small Business Incentive Funds Program Solicitation - FY 2009
- Funding Levels: 50% of the approved Phase I Proposal preparation costs, not to exceed $3,000, subject to eligibility, funding availability, and other requirements.
- Applications for funding under this program must be received no later than 45 days from the closing date of the Federal solicitation associated with the Phase I proposal (the “Phase I Proposal”) submission for which Incentive Awards are requested.
Matching Funds Program
One NC Small Business Matching Funds Program Solicitation - FY 2009
- Funding Levels: 100% of the federal SBIR/STTR Phase I award up to a maximum of $75,000, subject to eligibility, funding availability, and other requirements.
- Applications for Stage 1 funding under this program must be received no later than 45 days from the date of notification of Phase I award by the federal SBIR/STTR agency.
